Project Eagle is a multi-year strategic initiative to build a national model for increasing access to four-year degrees and workforce training for students. SPC intends to develop, implement and evaluate over 160 technology-mediated (primarily web-based) associate degree and certificate courses as well as web-based and traditional baccalaureate courses in conjunction with four-year college and university partners who are part of the University Partnership Center. University partners, as part of this process, can receive some funding for the development of courses as long as they agree and adhere to all of the following stipulations for course development.

  1. The course is to exhibit a high level of quality and interactivity according to guidelines and procedures outlined in the attached checklist for the University partner.

  2. The course is to be maintained and kept up-to-date for the term of its use.

  3. Each institution will determine ownership rights according to its individual policies.

  4. The University partner is responsible for any and all legal and regulatory issues related to the course. These issues include, but are not limited to, copyright permission and infringement issues, ADA compliance, etc.

  5. Payment (via University Partner Invoice referencing SPC Purchase Order) will be made upon completion of course development and approval by an SPC administrator.
